Jack Blumenau

Associate Professor of Political Science, UCL.
Specialist Evaluation Advisor, Evaluation Task Force, UK Cabinet Office.

My research is focused on how policymakers use evidence to inform their decisions, and on the processes by which research is incorporated into governmental decision-making. I also study what voters want, how politicians act, and how these preferences and behaviours interact to shape electoral outcomes and political representation. My work sits at the intersection of policy evaluation, legislative politics, public opinion, and quantitative methods.

At the Cabinet Office, I am a Specialist Evaluation Advisor in the Evaluation Task Force, where I advise on the design and implementation of impact evaluations across government departments, working to strengthen the evidence base for public spending decisions.

I lead the ARGIE project, funded by a UKRI Metascience Research Grant, which examines the reliability of government impact evaluations. I am part of the Evidence Exchange (EvEx) consortium, a national network connecting civil and public servants with university researchers. I am also a member of the Evaluation and Trials Advice Panel (ETAP) in the Cabinet Office.
